Facilities Operations Administration

Wayne A. Spary – Vice President for Facilities Operations

Directs and manages University facility and equipment maintenance operations, custodial and grounds services, utilities distribution and acquisition, and overall department budget and personnel responsibility.  Responsible for planning, budgeting, design, management, and construction of all remodeling and construction projects for the University.  Contractually negotiates and/or bids projects with architects, engineers, and contractors. 

Jacob E. Campbell – Manager of Custodial Services

Directs the work of the custodians; establishes schedules and manages staffing levels. Schedules, directs and evaluates custodial employees. Oversees custodial projects and assists in the coordination of events. Evaluates equipment and products; maintains supply and equipment inventory. Assists with payroll and purchasing for custodial services; serves as budget administrator for the unit.      

Michael Howard - Manager, Environmental Health & Safety

Provides technical services and expertise to academic and administrative departments through the identification of health, safety and environmental hazards or non– compliance.  Assists in problem resolution through monitoring and education.  Oversees Institutional programs and maintains necessary documentation to demonstrate regulatory compliance.  Responds to environmental concerns and assists in emergency preparedness.

Joe Kastigar – Director of Construction Services

Plans, directs, and evaluates the work of staff and contractors performing maintenance and minor construction services. Acts as the University project superintendent for major construction projects. Reviews plans, specifications, design concepts and constructability, construction schedule, and field supervision. Assists with payroll and purchasing; evaluates equipment and products; maintains supply and equipment inventory; serves as budget administrator for the unit.

Julie A. Lunsford – Facilities Operations Coordinator

Serves as the liaison for the department and vendors by securing goods and services. Manages accounts payable for the department. Schedules, staffs, and coordinates various set-ups and events for the campus community, ensuring proper set-up, readiness of buildings, equipment, and/or grounds. Coordinates services for auxiliary properties.  Responsible for construction project administration, project accounting, and associated documentation. 

Pete Mobley – Director of Maintenance Services

Directs, plans, and evaluates the work of staff and contractors in the operation and maintenance of electrical and mechanical systems of the University. Oversees scheduling of repair, maintenance and preventive maintenance, and participates in technical reviews of proposed changes and additions to campus systems.  Assists with payroll and purchasing; evaluates equipment and products; maintains supply and equipment inventory for electrical and mechanical systems; serves as budget administrator for the unit.

Susan D. Reynolds – Manager of Grounds Services

Directs the work of the groundskeepers; establishes schedules and manages staffing levels. Schedules, directs and evaluates grounds employees. Oversees grounds and landscaping projects and assists in the coordination of events. Evaluates equipment and products; maintains supply and equipment inventory. Assists with payroll and purchasing for grounds services; serves as budget administrator for the unit.     

Tuesday A. Strong - Director of Facilities Services

Plans, directs and coordinates Facilities Operations financial operations, support services and human resources administration.  Oversees accounts payable for the department and serves as budget manager.  Manages staffing levels; hires, trains and evaluates employees.  Composes and implements policies and procedures and participates in long-range planning and various projects.  Serves as coordinator for the Rose-Hulman Sustainability Team.   

Rohan J. Talwar – Manager of Custodial Services

Directs the work of the custodians; establishes schedules and manages staffing levels. Schedules, directs and evaluates custodial employees. Oversees custodial projects and assists in the coordination of events. Evaluates equipment and products; maintains supply and equipment inventory. Assists with payroll and purchasing for custodial services; serves as budget administrator for the unit.      

Suzie White - Assistant to the Vice President

Provides administrative and clerical support to VP and department; manages VP’s schedule; serves as student employment coordinator; coordinates hourly payroll with HR; maintains certificates of insurance, hold harmless agreements, leases, and contracts; orders supplies; maintains office equipment; processes purchasing cards, and serves as back up for the Facilities Operations Coordinator.

Alan D. Youngblood - Manager of Facilities Services

Manages the overall administration of the Facilities Operations Computerized Maintenance Management System and the plans room.  Coordinates furniture purchases with vendors and customers.  Schedules Rose-Hulman owned vehicles.
