15:7. Your friend is wrong. A balanced chemical equation tells us how much of every chemical reacts, but it tells us nothing about how chemicals react. Kinetics depends on which molecules collide with which, the order in which bonds break, the order in which bonds form, in general-- the specifics of a chemical reaction.
