Design Specifications for UART (Updated 9/9) :
  1. Transmit/receive at 300, 600, 900 bps
  2. 11-bit transmission packets (8-bits of data, Start bit, and 2 Stop bits)
  3. At least double buffering for transmission and reception
  4. Layout must fit into area of 1700um x 900um
  5. Assume you have system clock running at 1.8432 MHz
