Construct an optical processor that will process RADAR information.  A modulator is needed in the system that will convert the radar signal into a usable form.  Information comes from radar signals picked up by the antenna and is sent to the modulator in the form of varying voltages.  These voltage changes change the refractive index of the modulator material by manipulating electron cloud configurations in the modulator matrix.  This is what writes the information on the outgoing laser as phase shift modulation.
