Constitution of the
Rose-Hulman Institute of Technology
Fencing Club

 

Article I:  Club Purpose

 

A. The Fencing Club will provide training to those students interested in the sport of fencing.

B. The Fencing Club will compete in at least one tournament per academic quarter.
 

 

Article II: Membership

 

A. Membership in the Rose-Hulman Institute of Technology Fencing Club is open to all institute students, faculty, staff and families thereof who have an interest in fencing.

B. An active member shall be defined as a member who attends at least one meeting or practice in any given two week period, with the exception of those periods where practices are not being held, such as break. Exceptions to this rule are subject to the approval of the President or Vice-President.
 

 

Article III:  The Faculty Advisor

 

A. The Faculty Advisor will have authority in all aspects of the Club.

B. The Faculty Advisor ensures that the organization is being run fairly, efficiently, and with predetermined goals in mind.
 

 

Article IV:  Fencing Club Officers

 

A.  President
            1.  Qualifications for the office of President:
                        a. Must be an active member of the Fencing Club
                        b. Must not be a senior in the current academic year
            2.  Duties to be performed by President:
                        a. Responsible for calling all officer meetings
                        b. Presides over all meetings
                        c. Represents club interests to outside organization

 

B.  Vice-President

1. Qualifications for the office of Vice-President:
                        a. Must be an active member of the Fencing Club

2. Duties to be performed by the Vice-President:
                        a. Fill in for and perform the duties of any absent officer--esp. President.

                        b. Ensures that all officers are performing said duties

                        c. Assign temporary officers to fill vacant positions

 

 

C.  Secretary

1.  Qualifications for the office of Secretary:
            a. Must be an active member of the Fencing Club
2.  Duties to be performed by the Secretary:

a. Communicate pertinent information to club members.
b. Make arrangements for all matters of transportation, lodging, and finance with respect to the club.
c. The Secretary presides over Fencing Club constitution and constitutional revisions

D.  Treasurer

1.  Qualifications for the office of Treasurer:
            a. Must be an active member of the Fencing Club.
2.  Duties to be performed by the Treasurer:

a. Manage and account for all club funds and monetary transactions.

b. Order and purchase necessary equipment.  Necessary equipment is to be determined by the armorers.

 

E.  Armorer – Up to two members may hold this office

1.  Qualifications for the office of Armorer:

a. Must be an active member of the Fencing Club
 2.  Duties to be performed by the Armorers:
             a. Responsible for the upkeep of the equipment of the Fencing Club
             b. Responsible for the inventory of the equipment of the Fencing Club

c. Responsible for determining reasonable and proper use of the equipment of the Fencing Club

 

F.  Public Relations

 

1. Qualifications for the office Public Relations:

a. Must be an active member of the Fencing Club.

2.  Duties to be performed by the Public Relations Officer:

a. Responsible for the upkeep of the RHIT Fencing Club web page.

b. Responsible for changes to the web page.  Changes must be approved by the President, Vice-president or Secretary.

c. Responsible for campus public relations and publicity

 

 

Article V:  Club Elections

 

A.  Election of officers will be held annually at the end of Winter Quarter. Elections will be open during finals week of winter quarter, during quarter break, and will close on the first Wednesday of Spring Quarter. The newly elected officers will take office on the first Saturday of Spring quarter of that academic year.

B. Nominations for office will be held during 9th and 10th week of Winter quarter, and shall be restricted to active club members only.

C.  The Secretary shall announce all election times to the active members of the Club at least one (1) week prior to those times

D.  All elections shall be conducted in an appropriate manner, as determined by the Secretary, and subject to the approval of the President.

E.  A majority shall be necessary for election to office; except in the case of an armorer, where a plurality of votes shall suffice.

F. In the case of a tie for an office, the tie shall be broken by a vote of the officers. If that vote is tied, the secretary shall cast the tie-breaking vote.
 

 

Article VI:  Resignations, Impeachments, and Vacancies

 

A. Officer resignations must be submitted in writing to the Secretary, clearly stating the reason for said resignation.  The Secretary shall then submit the resignation to the Faculty Advisor.

B. Any officer may be impeached by a unanimous vote conducted amongst the other Club Officers.

C. In the case of the resignation of the President, the Vice-President shall assume the Presidency, and may then appoint a new temporary Vice-President.

D. An officer who is inactive, but is still satisfactorily performing their duties may be allowed to remain in office at the option of the President.

D. Any office which is vacant shall be remitted to the Vice-President.

E. The Vice-President may assign temporary officers to fill any vacant office.

F. Temporary officers shall hold term from the time of their appointment until the next officer election, or until they are dismissed by the President or Vice-President.


Article VII: Appropriate and Proper use of Fencing Club Equipment

 

A. Unless overruled by both the President and Vice-President, the Armorer shall determine when it is, and when it is not appropriate to use electric equipment. Specifically, the Armorer shall have the power and the responsibility to determine when it is or is not appropriate to use electric equipment at practices immediately prior to tournaments.

B. With the approval of the Armorer, any club member can borrow Fencing Club equipment for personal use during any break. Any equipment damaged or broken while on loan is the responsibility of the person that borrowed it. The Armorer shall always make the final determination regarding issues of loaned Fencing Club equipment.  

 

Article VIII: Investment of powers and authority

 

A. Determination of practice times shall be made by either a majority vote of the officers, or concurrence of the President and Vice-President. Concurrence of the President and Vice-President can be overruled by a majority vote of the officers.

B. The responsibility and authority for calling officer’s meetings shall rest with the President and Vice-President.      

 

Article IX:  Amendments

 

A.  Constitutional amendments may be submitted by any active member to the Secretary
B.  Proposed amendments will be accepted if approved by the Faculty Advisor and two-thirds (2/3) of the officers.
